California traffic law requires local roads to have periodic speed surveys to make sure speed limits aren’t set too low. If the surveys aren’t done or the speed limit is too low, then fancy speed guns can’t be used.  Why is this a problem for LAPD? As LAPD officer Troy Williams recently explained to Los Angeles City Council Transportation Committee, most streets in LA have expired speed surveys.
