Many may feel that speeders pose a bigger safety threat than those who drive ‘over cautiously’ however according to a David Solomon (United States Government researcher who wrote a paper in 1964 on the subject of speed and crashes), the crash risk increases at speeds below the average traffic flow versus those above the average traffic flow.
