Under California law, a driver of a motor vehicle shall not follow another vehicle more closely than is reasonable and prudent, having due regard for the speed of such vehicle and the traffic upon, and the condition of, the roadway.

You must follow the vehicle in front of you a distance that allows you to stop, no matter how quickly that vehicle stops. The three (3) second rule will allow you to easily judge this distance.
